[WIP] [DO NOT MERGE] In-flight kernel updates for various hardware platforms in our pipeline

This is a WIP replacement for #1149 (which I intend to close soon). It'll hang out here for now (while I debug various hardware platforms and come up with a best set of kernel settings for them). I plan to split things off from this PR and send separate PRs as time goes on -- but for now it is convenient to have one over here.

[the hostess took up the broom] @rvs do you plan to return to this or we can close it? and btw why "do not merge"? I try to go through old opened prs to understand what makes sense and what we can safely close.
