secure redis kv storage for edgex

What would you like to be added/modified:

replace the method to get all rules from keys KV:STORE:* with SCAN or a second index

Why is this needed: edgex kv storage needed

After investigation, this needs a lot of changes which is not suitable for a fixpack. So move it back to the backlog
