This issue can date back to the very beginning of 2.x releases. Not quite sure of the cause yet. Will further analyze.

Thanks for reporting this. I am not familiar with right-to-left layout, so this issue won't be fixed very soon and I expect a community member to step up.

#208 Drag and drop between two `DockPanel` instances is not supported. About your original problem, I will do further investigation.

Visual Studio can keep float windows on top, while the main form is minimized.

One reminder is that Visual Studio can keep a float window on top when the main form is minimized, only if this float window contains a document. Such float windows...
