IE 11 long period has some abnormalities

Using IE 11 I set start from 2019/09/02 to 2019/12/31

I found 2 problems:

1. Date bar is kinda off
2. Clicking on the timeline, the time value from the event callback is wrong (Somehow I feel its start time minus the period I click)
