Window drags started from the blank area above the tree view do not work reliably with a custom-inset titlebar

Steps to reproduce:

  • Set the title bar style to 'custom-inset'
  • With the tree view visible with enough entries that the view becomes vertically scrollable, scroll to the top of the tree view. Verify that the window can be dragged from the pink highlighted area: screen shot 2018-01-25 at 13 10 03
  • Scroll the tree view such that the top of the list would be covering the highlighted area if it were visible
  • Verify that dragging from the pink highlighted area is now not possible.

Version info: Atom 1.23.3 macOS 10.13.2 no-title-bar 1.11.4 Tested with the built-in 'One Light' and 'Atom Light' themes.
