Support GHC 9.10

Based on top of https://github.com/lexi-lambda/freer-simple/pull/44.

Of course, to prevent build errors, there also really ought to be Hackage revisions on older versions of freer-simple to specify that they are only compatible with base < 4.20.

Maybe we could also get this committed through Hackage trustees? I did that previously for #44 in https://github.com/haskell-infra/hackage-trustees/issues/399 the process is quite straightforward and would allow installing template-haskell with GHC 9.10 directly from Hackage.

Would you be willing to open an issue there?
