Issue with numpy version in Apply Sillicon package list

Hey everyone, we got this issue during setup of a student's M1 Macbook, which cause many of the packages dependent on numpy (like pandas, mlflow, h5py etc.) to fail installing.

We installed all the right versions with this suggestion, but based on comments this issue has been solved in numpy==1.21.4.

Wanted to check if anyone else had this issue? If so, I can look into updating (or removing) some of the version requirements in the package list
