There is no procedure to restore access to an account without access to the corresponding phone number. I don't know whether someone can help you.
You are building the example, not TDLib itself. Make sure that `TDLib` was successfully built and installed, or just use build instructions provided by https://tdlib.github.io/td/build.html.
See the third-party manual at https://tginfo.me/phone-number-is-banned-en/. If you have no access to the phone number, then you can't restore access to the account.
There were no changes in TDLib recently that can affect receiving of updates in subscribed channels.
