Revive CI

Due to various factors, the CI was damaged, so we will fix it all at once.

  • Update RuboCop
    • Referenced from https://github.com/levinmr/rspec-snapshot/pull/52
  • Drop Ruby v2.7
  • Add Ruby v3.4

Motivation

I hope https://github.com/levinmr/rspec-snapshot/pull/54 will be incorporated.
