I'm not sure I agree with the sections here, though I only read the diff and might be misunderstanding what the final product looks like.

Can you separate out section re-ordering from cleanup so I can review separately?

The only cleanups were that I changed a comma to a semicolon on line 14, and lowercased both "agreements" (from "Current Agreements") and "problem reports" (from "Certificate Problem Reports").

Totally open to different sections! This was just my first stab at it, based on a comment we received that it wasn't clear what people were expected to read.
