build: remove Makefile

We'd like to transition to building our release artifacts with containers (and also produce containers as our main release artifact). As part of that, let's get rid of our Makefile. Currently that's blocked on changes to our on-prem build environment to support container builds. We also need to change startservers.py to build Boulder directly.
