Update weppos/publicsuffix-go

The public suffix list (https://github.com/publicsuffix/list) has recently been updated with new domains (https://github.com/publicsuffix/list/pull/1837). This modification has been automatically merged into the publicsuffix-go repository (https://github.com/weppos/publicsuffix-go/pull/992).

To ensure that Let's Encrypt is using the latest public suffix list, it would be great if you could bump the version of the publicsuffix-go package used in the codebase.
