Area leaders not displayed in their area user list if their country is default/set elsewhere

Eg. Panos Demetriou, the admin for Cyprus, is shown in Estonia and only there. Or Aleksandr for Switzerland. Likely the same reason I can't find my account anywhere.

For area leaders, their area should take precedence.

The current obvious ones were manually fixed in the live db.
