Possibility to choose a photo from the gallery

When adding a spot while not being at the place, I should be able to choose a previous photo. Even for the people who are used to take a photo first, this is more intuitive.

regular user can add trashpoint only in 100m radius

In data accuracy point of view it is not good to let user choose pictures from gallery and at the same time we acquire users to be on site while adding trashpoints.
