Add code coverage support

This needs to be per-language. I just added part of the Perl support, but I need to hook up the UI.

Green/red/yellow colorization of project name based on last commit pass/failing/being built

If Jitterbug blows up or the last build is still running, the index page shows the project as green, which is optimistic, but probably misleading :)

Provide average build time

Is keeping track of the difference between build time and test time reasonable? Currently, Jitterbug doesn't really understand the difference.
