Changing volume based on the current hour of the day

I'd like a way to increase or decrease the volume based on what time it is.

ex:

Time	Volume %
09am	10
11am	50
2pm	100
6pm	40
8pm	15
9pm	2

Maybe with sudden steps or slow and constant transition between steps. Would be customizable for each user and stored in localStorage.
