Indicate which version of p5-Server-Starter we based the go version on

looking at #9, the code that I thought I ported from Perl has completely been changed. Which is fine and totally expected, except now it's really hard to tell exactly which version I based my port on. From this time on, make sure to indicate which version of Server::Starter we should be (mostly) compatible with.
