However, "розбиратися" can be used to describe a process of investigating something, so it might have 2 meanings in the question "Хто розбирається в N?" . It can mean "Who knows something about N?" and it can mean "Why is currently investigating(the problems or issues of) N?"
So, considering this, first option(розумітися) is more suitable for this website and for the example, since leaves no double thoughts on what person wanted to ask specifically.
Also "розумітися" can be substituted with "знатися, хто знається", but lexically these 2 are full synonims.
So, my imho is:
- розумітися: exact meaning, good example, use it
- знатися: exact meaning, good example, you may use it.
- розбиратися: not exact meaning, don't use it
