Change column order in QC output

Is your feature request related to a problem? Please describe. After working through some data wanted to request updates to the order of columns in the csv files that come out of the QC function (and get retained after running through the aggregate function as well). This makes it easier for us to go through the QC process and document changes, etc.

Remove "Comment.MOD.Flag.xyz" (xyz = parameter).
