empty steps keep on reappearing

Describe the bug empty trailing steps keep on showing up even after removal, save and close of files - happens in main model and submodel assemblies

Expected behavior if a step or part is removed from file, and file is saved, changes should stick.

@leozide can we find a solution for this? it's really annoying! they keep on popping up whenever an edit to a submodel is being made that comprised said 'ghost' steps.
