Now, after changes in CSS file, I need to refresh the app to things show up.

Also, they disabled access to DevTools by default, so now, to enable it, it's necessary to open %appdata/discord/settings.json and add string "DANGEROUS_ENABLE_DEVTOOLS_ONLY_ENABLE_IF_YOU_KNOW_WHAT_YOURE_DOING": true. So maybe it'll be not bad if installer did that thing automatically or atleast notify user about it.
