import a Chinese CVS files Garbled

i use a chinese windows7 and office

use office edit export files,and use impoter plugin import

but ui view garbled

i try edit code use gb gb2312 .....but fialed

please tell me how to upload a ASNI code files to importer plugin

i use redmine 1.4.4

Try use latin headers. I've similar issue with Cyrillic characters.
