Add event "beforestart" (Feature request)

Feature request. Please add event "beforestart" which would be called here https://github.com/leongersen/noUiSlider/blob/master/src/nouislider.js#L1896

I need to block the click (tap) action for individual handlers, and for this they need to be blocked, but I cannot do that now.
