First you need to program the flash, which also doesn't work

I was able to program this on Qemu arc.zip

I've attached the programmed pflash image for refrence.

Nice progress, I was watching it on VirtuallyFun Discord, the ARC not actually being there wasn't something I thought of :D

Me neither! ... I know shockingly little about the ES40.

This is the best thing I could find regarding a memory map, and even that is incredibly spartan.

Might be some bug or missing emulator feature, further investigation is needed.
