HPA metrics are not show on HPA dashboard

Describe the bug HPA metrics are not show current/target % on HPA dashboard but when click the HPA still get Resource cpu on Pods.

To Reproduce Steps to reproduce the behavior:

  1. Go to 'Config-Horizon Pod Autoscalers'

Expected behavior Show current usage and target % as old version.
