Create RoleBinding dialog

Some issues found:

1. Binding name does not default to role reference name
2. Create button does nothing
3. Cannot add service accounts to list (opening dropdown works but nothing happens when clicking the name)
   • List seems to be updated (when editing a role binding) but nothing visually changes
