Resource Quota dialog oddities

Some oddities that I noticed about the Resource Quota dialog

1. On close it does not clear which quota it is referencing
2. Pressing enter while text is in the "value" field for adding a new "value" not only adds the value but also creates the resource quota
3. Editing the value of a previously set value is weird because it feels like you are adding a new value (even though the icon on the button changes)
4. The box with the value changes its boarder on hover but does nothing on click
5. There is no way to edit a quota using the dialog
