Create RoleBinding and ClusterRoleBinding dialogs have poor UX

Describe the bug

Consider the following screenshot:

The "Create" button is blurred out but it is non-obvious why.

The reason is that even though a group name has been typed in, it has not been "submitted". That is visible because of the ⏎ symbol.

That symbol is too small and is not the most obvious in meaning.

We should certainly have hover text on all wizard continue steps if the button is blurred.

Some possible improvements:

1. Have EditableList "submit" on blur
2. Have EditableList more visible change (maybe some outline) on blur if it still has text not submitted.
3. Have the hover text be actionable.
