Make 'maxSizeOfHeaders' for 'ReadMessage' configurable instead of 1024 b

Hello,

The default hard-coded value of 'maxSizeOfheaders' is 1024 (MtomMessageEncoder.cs). Please make this configurable because of error "The size necessary to buffer the XML content exceeded the buffer quota"
