Spawn Locations Not Working

I'm using LS 3.0.1 with 1.14.4 server. I set the config to this: # Temporarily login location until player has logged in.

# Available options: DEFAULT, SPAWN, RANDOM

location: RANDOM

but the random is not working. I want players to spawn on a completely different piece of land but no, it doesn't work...
