In my area, there are also many openable cycle barriers or these swing-gate-mechanism-types (also tagged with `openable`)

Yes, it would only be consistent to allow re-tagging of barrier type. ("Other answers" → "no cycle barrier but other barrier" → tags `barrier=yes` and thus triggers barrier type quest)
