[Bug] Separated reverser interlocked handle type interlocks with brake handle

The documentation says this option blocks reverser only with power applied, but it also blocks power when brake is in non-zero position and power handle doesn't get blocked with reverser in neutral/ Expected: Power handle doesn't move when reverser is set to 0 and reverser can't be moved when power handle isn't in 0. Brake handle is free from the interlocking. (This is irl behavior with almost all two-handle trains)

Additionally, in simple interlocked mode, brakes can still be applied with power on and it also has the bug with reverser handle still movable with power applied.
