[Bug] Brake handles with holding brake don't play handle sounds around the Hold notch

No handle sound when moving brake handle from Hold.

Happens on any train with handle sounds.

Hmm....

This might possibly have been intentional; I'll have to check with regards to what BVE4 does before making any immediate decisions as to whether it's actually a bug. Technically speaking the hold brake is an additional device, and often wouldn't be integrated with the main handle itself.

Tempted to add a new sound played when the handle is moved to / from HLD, similar to the EMG one.

When it's a single notch in braking range (in BVE4 implementation, its irl counterpart is always automatic hold brake with that one notch), it does appear on brake or combined handle and normally isn't mechanically different so sound is the same (this is ofc Japanese practice, covering every possible combo worldwide needs a much more flexible train config system overall). Possibly having much more customization for notch sounds is a good idea btw (like, an individual sound for when notch i is selected)
