[Bug?] Zooming out when zoom out level at max make drop performance

Description

When i press zoom out key while zoom out level already at maximum i see on fps counter drop around 10-15 fps.

NOTE:

1. i dont know is this because my limited pc spec
2. For me its very noticeable if using resourse heavy trains and route.
3. Havent test it when zooming in

Reproduction

1.Play with heavy trains and route 2. In any camera mode(i tested on F2 mode) 4. Zoom out camera to maximum 5. If you already at maximum press it again 6. See the difference at fps counter while you pressing and not pressing zoom out key
