Expired TODO item for 1.4 in "payment.pl"

https://github.com/ledgersmb/LedgerSMB/blob/master/lib/LedgerSMB/Scripts/payment.pm#L59 says "Plans are to completely rewrite all payment logic for 1.4 anyway." which closes a block of comments on refactorings to be done for payments.

Given that we just released 1.5.0, the todo item has expired by a few years. Filing here so it's more top-of-mind.

This is no longer 1.6 material. Too much impact; we might even want to consider starting to start stabilizing 1.6.
