1.4.35 "Manage users" user can't create persons & users

The user created in setup.pl of a new company setup, when created with "Manage users" permissions, can't see HR and thus can't actually manage users.

Perhaps we should also change the default to "full" for the first user created

It's my conviction we should not provide HR to every user which has "manage users"; so, we probably need some infrastructure to give admins access to employee data in order to be able to attach them, without providing all of the HR stuff (especially since HR includes payroll to some extent)

This just could be one of those problems we can't solve within 1.4 or (since it's now stable) 1.5

This is a problematic issue, but by far not 1.4 or 1.5: too much change for a stable release.

There's a list of users now. The ability to create a new user by assigning an employee/person/robot to a login account, is yet to be realized.
