ledger-sort-buffer sort with effective date

Feel free to assign this ticket to me. I don't have time to implement this now, but I would be glad to add an additional function to ledger.el called ledger-sort-buffer-effective-date or something like that.

This would make reconciling with bank records a lot less painful.
