Chrome extension appears signed out after restarting/waking up the computer

First reported with 6.28.0

Users say when using Chrome and after locking the wallet and restarting the computer their wallet looks signed out and requires setting it up with the Secret Key rather than allowing it to be unlocked with the password (which is expected).
