Prevent accidental BTC retrieval from taproot: halt showing uninscribed BTC when the API is unreachable to assess if UTXO's contain inscriptions

We show this, and a warning and advice to check every UTXO to make sure there are no inscribed sats with them before retrieving. image

Users still sometimes use the function accidentally to retrieve UTXO's with inscriptions.

If we do not show uninscribed UTXO's when the API to check UTXO's for inscriptions isn't reachable or if details are still being loaded that could also prevent these cases.

I suggest addressing together with: https://github.com/leather-wallet/extension/issues/4512
