Leverage forking facility functionality to prevent clone facilities

Observed behavior

Further, when an image is cloned from a provisioned device, this can cause the same facility to be present on multiple devices unintentionally.

Expected behavior

Automatically run this when a device is provisioned and then cloned! When a device starts up, if a) the instance_id has changed, and b) the device has never been synced (no records in the Store), and c) the facility doesn't have any/much user data.
