Coach and admin view of sync statuses

When looking at lists of users (such as in the Facility app) or pages for particular users (such as a coach report), it will be helpful for coaches and admins to be able to know:

• Does this user exist on an individual-learner device on the same network?
• What's the sync status?

Because this change would touch many parts of the app (possibly anywhere a user is referenced), it could be implemented in conjunction with this outstanding enhancement: https://github.com/learningequality/kolibri/issues/5024
