very brief flash of unconventional loading message
Observed behavior
in #4495 we added a new style of loading message. This has two slight UX issues:
- It's a style that's not used anywhere else in the app. We should investigate if this is a pattern that should be used elsewhere
- The message is shown regardless of whether or not the action takes a long time, which can cause unnecessary visual noise
Expected behavior
We should investigate the reasons this was introduced and see whether it's a pattern that can be standardized and improved

We show the same kind "loading" messages in the immersive toolbar in the import/export workflow when going to the All Channels Page, and then to the Select Content Page.
The toolbar needs to be kept on the top of the screen for continuity, and something needs to be shown on it. It being blank or having inappropriate text looks odd to me.
I think it depends on how long the message is shown for. If it's so short that the message is unreadable, it's preferable to be blank
Thanks for alerting about immersive toolbar - wasn't aware. This isn't a major issue - just wanted to make sure we had it flagged so that we can converge on a standard pattern.
