Device > Channels - Updating a channel from USB is not working

Observed behavior

If I try to update a channel from a USB I can correctly see that there is a newer version of the channel but when I click the "Update channel" button then I can see that only the channel version is updated but the new resources are not imported and cannot be imported manually from the USB. I've confirmed that this scenario is not working in Kolibri 0.17.5 but it's working correctly in Kolibri 0.16.2. The issue is not OS specific as I can replicate it on Windows, Ubuntu and Mac.

Expected behavior

It should be possible to update a channel from a USB.

Steps to reproduce the issue

  1. Install Kolibri 0.18.1 or 0.17.5
  2. Import a channel from a USB (version one is attached here), then try to update the channel using the attached second version of the channel.
