Facility > Users - Persistent bottom scrollbar

Observed behavior

I'm constantly seeing a bottom scrollbar in the Users table at Facility > Users. The issues is probably caused by changes made in https://github.com/learningequality/kolibri/pull/13028.

Expected behavior

A bottom scrollbar should not be displayed when there is enough room to view the contents of the table.

Steps to reproduce the issue

1. Install the latest develop build
2. Go to Facility > Users and observe the Users table

Kolibri latest develop Windows 11, Ubuntu 22 - Chrome, Firefox

I'm able to replicate in all browsers on Windows 10, probably a mishap to set the responsiveness properly when the new KTable was merged.
