Library - Connection state's position when there are no libraries around

Observed behavior

The connection state text 'No other libraries around you right now' should be positioned under the 'Other libraries' label as specified in Figma.

Steps to reproduce the issue

1. Install the latest build from https://github.com/learningequality/kolibri/pull/11419 and setup a full facility.
2. Go to the Library page without having an active internet connection.
3. Observe the position of the 'No other libraries around you right now' text
