Maintain a list of blacklisted domains for items and/or users

We are already starting to see some promotional activity where employees of commercial platforms are adding links to their own courses indiscriminately. We should add a blacklist of domains which can only be managed by admins.

We might also want to prevent users from adding affiliate links to Amazon etc in order to discourage spam.

@iamrahul8 We are not developing this project any more. I'd encourage you to explore the new version which is purely in Javascript here: https://github.com/learn-awesome/learndb. Because in the new version, new links are added via a review mechanism, this feature is not relevant any more.
