Instructions not clear (for a newie)

On a clean install of qutebrowser there is no config.py file where one would add the config.source('qutebrowser-themes/themes/onedark.py') line.

If you don't have such a file, can you just change the theme without affecting anything else (default settings)? If that is the case, how would you achieve that?
