Upgrade aiohttp / Support Python 3.12

Unfortunately on Python 3.12.4, when building aiohttp it leads to this issue https://github.com/aio-libs/frozenlist/issues/433

Would be great to upgrade aiohttp to make it Pyton 3.12 compatible.
