Tin-blindness issues when burning tin

Issue description

The current implementation of tin-blindness seems to be somewhat bugged. When burning tin during the day, the screen goes white from tin-blindness, even when I'm underground and not remotely exposed to any bright lights.

I have only tested this on the server - though, as it is simply a function of the Allomancer mod being overzealous, I don't think it is caused by mod conflicts.

Steps to reproduce

  1. Dig your way under ground and away from any holes to the surface.
  2. Burn tin during the day.
  3. Watch the screen turn white from tin-blindness and quietly marvel at the fact that you're apparently so powerful with tin that you go blind from the sunlight despite not being exposed to it.

Hi there. Are you using any full bright client side mods? Other other things that mess with lighting? Tin blinds a player based on the block lighting. Stand on something too bright, at that will blind you too. It was done this way to support canon, where even underground Spook had to deal with light sources that were too bright.

I don't think I am, no - the only clientside mods I'm using are Xaero's Minimap and Xaero's Worldmap. Though I have tested it further, and tin functions as normal if distanced from light sources, so the problem might just be that high-strength tin just ends up being equivalent to savantism. (Sorry for the delayed response)
