Allow auto-grouping windows with command-line conditions

Possible use case: Program executed with python or java.

I was using the windowtabs with Anki, and Anki subtly changed from using Anki.exe to pythonw.exe executing the Anki code. While I understand this is strictly an Anki's issue, I think the concept of using command line as a predicate would also benifit users using python or java.
